Although not recognized by the Bureau of International Exhibitions the GGIE organizers were hoping for a banner tourist season in 1939 for San Francisco but the onset of World War II and excessive costs resulted in over $ 4 million in losses the first year even with a court-ordered bankruptcy stay allowing the Fair to run until Sept. 1940 and 17 million visitors it still finished in the red.
