Cook was born in Ballston Massachusetts on November 19 1807 to Judge Samuel Cook one of the earliest residents of Connecticut. James was a delegate to the New York State Constitutional Convention of 1846 and twice elected a New York State Senator 1848-51 and 1864-65.
