Bartlett was professor of natural and experimental philosophy at West Point Academny. He directed the construction and outfitting of the Academy's observatory which he used to produce his papers on optics and comets. Researching a partial solar eclipse in 1854 Bartlett became "the first in America to obtain quantitative results from astronomical photography". He was one of the original incorporators of the National Academy of Sciences.
