This 5-part ordnance forbids dumping waste from toilets into the three creeks. Chemical toilets however are acceptable. Chairman Horner and Clerk Milton Salmons sign in type. Horner was born in 1919. It contained many practical suggestions for maintaining good hygiene a glossary of scientific terms and a section of poisons and their antidotes. It was very popular; 500000 copies were sold by 1871.
