« Ce traité, conclu entre Pie VII et Louis XVIII, après trois années de négociations serrées, n’a jamais été appliqué. Tout en ne changeant pas grand chose au concordat de 1801, il était voulu par Louis XVIII qui souhaitait se démarquer de l’« usurpateur » et se rattacher symboliquement à la tradition de l’Église de l’Ancien Régime. Une très vive polémique s’est élevée dans le pays qui a contraint le gouvernement à renoncer à sa mise en œuvre. Au-delà des péripéties multiples d’une longue négociation qui s’est terminée à front renversé ; d’un côté Pie VII demandant l’application d’un accord qui lui répugnait tout d’abord ; de l’autre Louis XVIII étouffant un traité qu’il avait réclamé avec insistance – les empoignades suscitées par le concordat ont marqué durablement l’opinion publique de la Restauration : elles ont réintroduit la question religieuse assoupie sous l’Empire, dans la vie politique de manière telle qu’elle jouera un rôle essentiel jusqu’à la fin du régime ». Le lit de justice du 3 Septembre 1732 fait suite à la crise parlementaire déclenchée dès 1730 par la volonté royale de faire de la bulle Unigenitus la loi de l’État et de l’Église. Ce lit de justice n'ayant toutefois pas réussi à faire plier les parlements, 139 conseillers furent exilés jusqu'au mois de novembre suivant.
