This study of Soviet freight transportation is a rather thorough revision of an earlier working memorandum which was circulated for comment and criticism. The original analysis was based upon extensive background research undertaken by George Novak with the Soviet sources and upon the nearly completed investigation by Holland Hunter from which his Soviet Transportation Policy was developed. Novak developed the statistical series upon which much of the analysis rests. In addition he prepared various special analyses of railroad and maritime reporting and statistical methods and brought together considerable qualitative evidence bearing upon the character of Soviet transport operations. Dr. Williams attended Columbia University where he received his B.S. in 1938 his M.S. in 1939 and his Ph.D. in 1951. He embarked on a successful career first as an economist on the National Resources Planning Board 1940-42; WPB 1942-44; Chief of Transportation Division U.S. Strategic Bombing Survey 1944-45; and fiscal analyst U.S. Bureau of Budget 1945-46. Williams then started as an educator first as lecturer in transportation at the Graduate School of Business at Columbia University 1947-52; an associate professor 1952-58; and professor of transportation 1954 until his retirement in 1986. While at Columbia University he also served as Vice Dean 1977-79. In addition Williams was a consultant for ODM 1951-60; served as director transportation study for the Department of Commerce 1959-60; served on the Board of Directors ACF Industries Inc. in NY 1960-84; member of NY-NJ Metropolitan Rapid Transit Commission 1955-58; member of task force President's Advisory Commission Transportation Policy and Organization 1954-55; member of task force on regulatory agencies First Hoover Commission 1948; trustee TAA Research Fund 1962-65; board member for visitors U.S. Army Transportation School 1963-66. He was the recipient of the Medal for Freedom. Williams authored several books which included: "The Regulation of Rail-Motor Rate Competition" 1958; "Freight Transportation in the Soviet Union" 1962; "The Future of American Transportation" 1971; and "Economics of Transportation and Logistics" 1974 Rev. Ed. 1981. Williams co-authored with Marvin L. Fair "Economics of Transportation" Rev. Ed. 1959. He also co-authored with J.K. Sletmo "Liner Conferences in the Container Age" 1981. The volume containing the original text comes hand-bound in green Nigerian goatskin leather. In a half leather binding. blocked in gold with hand-marbled paper sides. Gilded top edge and matching green ribbon page marker. Printed in 16 point 'Monotype' Baskerville with Caslon display Set in hot metal and printed by letterpress on Zerkall mould-made paper. The volume measures 10 X 14 inches. The commentary volume which includes the text of the play with full explanatory notes is bound in green buckram and measures 7.5 X 5.75 inches. Both volumes are housed in a Solander presentation box also bound in green buckram with a green leather gilt lettered title label. Measuring 15.25 X 11 X 2.75 inches. Number 772 of 3750 copies.
