First issued in 1872 and replaced by a revised code in 1971 this penal code was important because it formally endorsed such principles as the assumption of innocence until proven guilty and the prohibition of arrests without warrants. Offenses covered include abortion adultery illegal marriages dueling and homicide among others. OCLC locates 6 copies in North American law libraries GWU Harvard Library of Congress Tulane University of Michigan Yale. Another copy located at UC-Berkeley Law School. Juan José Flores and his family of all the property that Ecuador sequestered and confiscated by executive order on 7 December 1846 and 17 September 1847. Venezuela claims Gen. Flores as a citizen by birth and Ecuador refuses to recognize that citizenship saying Flores was a general in the Ecuadorian army when the confiscation and sequestration occurred. The publication is entirely composed of documents relating to this question.<br>Â Â Â Â Searches of NUC and WorldCat find no U.S. libraries reporting ownership. Upper third contains "Map of New Granada Venezuela and Guiana" lower left third contains "Map of Peru and Equador" and lower right third contains "Map of the Argentine Confederation." This annual message of the President contains the first Congressional printing of two treaties. The first the Webster-Ashburton Treaty between the U.S. and Great Britain settled the difficult boundary dispute in the Northeast and enlisted American support in the British effort to suppress the slave trade. It is one of the major 19th century American treaties and it is printed here along with much of the correspondence between Secretary of State Daniel Webster Lord Ashburton and others. There is also much information on the destruction of the steamer Caroline an incident which did serious harm to U.S.-British relations.
