Light biopredation at upper left corner and pin-sized wormhole at right margin neither affecting text. Occasional faint foxing and minor soiling internally. A rare pamphlet that prints a plea for clemency by Pedro Neira Acevedo a Colombian politician who was imprisoned for his role in the Golpe de Melo in 1854. In addition to his request for freedom the pamphlet comprises a rumination on the current form of the government in Colombia and pleas for a return to non-military non-dictatorial government. According to a footnote on the final page Neira was freed and then reimprisoned between the writing and publication of this text. OCLC locates only one copy at the National Library of Chile. Tomas Cipriano de Mosquera 1798-1878 Colombian general and statesman served in the War of Independence attracting the attention of Bolivar and went on to serve in high political office: Senator Governor Minister to England and several different terms as President of the Republic his last one commencing in 1866 the year of this letter. Despite his periods of anticlerical dictatorship he became increasingly liberal and instituted numerous reforms. He promoted the country's material growth throughout his long career and was the author of various military political and historical works. Referring to this letter Col. Colombian Vice President Francisco de Santander reports to congress on the successful conclusion of a desperately needed loan from bankers in England. This work contains his account of the negotiations documents relating to the making of the deal and copies of the terms of the loan. The London bank B.A. Goldschmidt would be destroyed by the Panic of 1825 which occurred shortly after the publication of this report. In turn Colombia was forced to default on its debt in 1826. As with virtually all of the newly independent Latin American nations Colombia struggled financially and was heavily reliant on foreign loans; several other countries in South America defaulted during this period as well. The 1830 separation of Venezuela from Nueva Granada and the resultant breakup of Gran Colombia created numerous diplomatic headaches such as boundary settlements treaty negotiations and debt/credit resolutions that had once been shared. In this scarce pamphlet members of the Colombian Congress raise constitutional objections to executive actions of the president's office regarding the division of international credit between Venezuela and Colombia.
