José Batlle y Ordóñez who was president from 1903 to 1907 and from 1911 to 1915 fearing that his reforms might be overturned by a future president sought to replace the presidency with a plural executive the colegiado but he lost in the elections. He did however manage to reach a compromise with his opponents so that in the constitution of 1918 executive responsibility was divided between the president and a National Council of Administration.
