Charles Duncombe a prominent American-born physician and politician in Upper Canada was appointed in 1835 to visit and report upon the systems of education pursued in the United States and to offer recommendations for the educational institutions of Upper Canada. His report pp. 68 in which he stresses the need for practical education and adequate financial support for common schools and teacher education is followed by a lengthy appendix of supporting documentation pp. 69-256. Although Duncombe's proposals were not immediately implemented many would be introduced under the administration of Egerton Ryerson and would form the basis of Ontario educational policy until 1871 i.e. local assessment elective school boards female education the creation of normal schools non-sectarian religious instruction &c. The British parliamentary Canada Committee was set up in 1828 to study the grievances of Upper and Lower Canada. "Its major recommendations were that a tax should be imposed on unimproved lands held by speculators; that the laws customs and religion of the French Canadians should be respected that the crown revenues should be surrendered to the colonial Houses of Assembly in exchange for a Civil List; that steps should be taken to sell the Clergy Reserves and to divide the proceeds fairly among all Protestant denominations; and that the revenue from the Jesuits Estates should be used for education." TPL640. Gagnon I: 1830. The Journals were published in very small editions of 100 copies for use of the Members of the House of Assembly. Printed from 1793 to 1836 the first Journal was issued after the first session of the Lower Canada House of Assembly in December of 1792. The Constitutional Act of 1791 divided Canada into two parts Upper and Lower. Lower Canada being pre-dominately French speaking necessitated any official documentation being in both English and French. The House of Assembly had the authority to levy taxes in the Colony and to pay the administration. An Abstract in this issue lists the Civil Administration payments and pensions to the civil ministration for 1797. Later full leather with red spine labels marbled endpapers. Scuffing to extremities old restorations to half-title and title pages one map with some foxing and splits at folds some penciled annotations in the margins. Bindings sound plates clean and bright. Hind's exploration of the country between Lake Superior and the Rocky Mountains was prompted by the need for a land access to the gold fields of British Columbia as well as the possible establishment of a railway route to the Pacific Coast. His narrative provides a wealth of information about customs beliefs and condition of the native peoples. Sabin 31934 notes that he "lived almost constantly among the Crees and Chippeways whose habits and peculiarities he was most eager to study and prompt to record." After a variety of stops including a successful fur-trading expedition in Northern Ontario he and his growing family settled in Maple Ridge British Columbia. He started the Haney Garage in 1919 became a Ford dealer in 1924 and in 1930 became a GM dealer for the twenty-five years. He served on Maple Ridge council for 23 years 21 of those as Mayor.
