Charles Duncombe a prominent American-born physician and politician in Upper Canada was appointed in 1835 to visit and report upon the systems of education pursued in the United States and to offer recommendations for the educational institutions of Upper Canada. His report pp. 68 in which he stresses the need for practical education and adequate financial support for common schools and teacher education is followed by a lengthy appendix of supporting documentation pp. 69-256. Although Duncombe's proposals were not immediately implemented many would be introduced under the administration of Egerton Ryerson and would form the basis of Ontario educational policy until 1871 i.e. local assessment elective school boards female education the creation of normal schools non-sectarian religious instruction &c. Final edition of this little collection of 102 maxims and reflections forming a perfect abridged statement of the philosophy of the Enlightenment.'Both signatures a and b have had the first leaf of each cancelled; no located copy still has them present' (Echeverria & Wilkie). After the half-title and title the numbering of the prelims is: vii-ix, verso of ix an unnumbered blank page, ix again, verso numbered xii, xv-xxiv. This is a copy with a5r numbered ix (see Echeverria & Wilkie). The dedication is 'A Monsieur B.F. (i.e. Benjamin Franklin). The first edition was published in 1774 and a second one was printed in 1782 in Paris on the press of Benjamin Franklin. Livingston (19) writes: 'It was again printed in 1789, a close copy, typographically, of Franklin's Passy press edition, and this is the only edition recorded in the Catalogue of the Bibliothèque Nationale (1914).' According to Quérard (I, 175), this edition 'est plus complète que les autres', and he adds 'ce petit traité renferme beaucoup d'idées sur le commerce maritime.' "Chapter 17 of the first part and chapter 19 contain descriptions of Santa Catharina and Brazil in general. The letter is signed "Durret," but the account is by Bachelier, a surgeon. The British parliamentary Canada Committee was set up in 1828 to study the grievances of Upper and Lower Canada. "Its major recommendations were that a tax should be imposed on unimproved lands held by speculators; that the laws customs and religion of the French Canadians should be respected that the crown revenues should be surrendered to the colonial Houses of Assembly in exchange for a Civil List; that steps should be taken to sell the Clergy Reserves and to divide the proceeds fairly among all Protestant denominations; and that the revenue from the Jesuits Estates should be used for education." Birckbeck purchased 6.000 acres of land on English Prairie, Illinois, in 1816, founding thereon the city of New Albion. The author did much to inspire and direct British emigrants into that area. The French translator considers the wealth of information supplied also of great interest for French people who might wish to emigrate to the United States. The work includes a wealth of information on economic and social conditions in that part of the United States. - One leaf (pp. 63/64) neatly repaired, without loss of text, and some small loss of paper in outer blank margin of half-title and title.

TPL640. Gagnon I: 1830. The Journals were published in very small editions of 100 copies for use of the Members of the House of Assembly. Printed from 1793 to 1836 the first Journal was issued after the first session of the Lower Canada House of Assembly in December of 1792. The Constitutional Act of 1791 divided Canada into two parts Upper and Lower. Lower Canada being pre-dominately French speaking necessitated any official documentation being in both English and French. The House of Assembly had the authority to levy taxes in the Colony and to pay the administration. An Abstract in this issue lists the Civil Administration payments and pensions to the civil ministration for 1797.
