The two successful Moon missions fulfilled the national goal of a manned lunar landing and safe return within the decade of the sixties and convincingly demonstrated the technological competence of the Apollo program. In addition these flights showed the value of the space program as a unifying force in international relations for interest in the Moon landings and in the astronauts transcended national boundaries. The National Aeronautics and Space Administration NASA is an independent agency of the U.S. federal government responsible for the civilian space program as well as aeronautics and space research. NASA was established in 1958 succeeding the National Advisory Committee for Aeronautics NACA. The new agency was to have a distinctly civilian orientation encouraging peaceful applications in space science. Since its establishment most US space exploration efforts have been led by NASA including the Apollo Moon landing missions the Skylab space station and later the Space Shuttle. NASA is supporting the International Space Station and is overseeing the development of the Orion spacecraft the Space Launch System Commercial Crew vehicles and the planned Lunar Gateway space station. The agency is also responsible for the Launch Services Program which provides oversight of launch operations and countdown management for uncrewed NASA launches. The United States spends approximately $4 million each year searching for near-Earth objects NEOs. The objective is to detect those that may collide with Earth. The majority of this funding supports the operation of several observatories that scan the sky searching for NEOs. This however is insufficient in detecting the majority of NEOs that may present a tangible threat to humanity. A significantly smaller amount of funding supports ways to protect the Earth from such a potential collision or “mitigation.†In 2005 a Congressional mandate called for NASA to detect 90 percent of NEOs with diameters of 140 meters or greater by 2020. Defending Planet Earth: Near-Earth Object Surveys and Hazard Mitigation Strategies identifies the need for detection of objects as small as 30 to 50 meters as these can be highly destructive. The book explores four main types of mitigation including civil defense “slow push†or “pull†methods kinetic impactors and nuclear explosions. It also asserts that responding effectively to hazards posed by NEOs requires national and international cooperation.
