Urrutia, Ministro de Asuntos Exteriores de Colombia, fue quien firmó el histórico Tratado Thompson-Urrutia entre los Estados Unidos de América y la República de Colombia el 6 de Abril de 1914 conducente al arreglo de las diferencias entre los dos paises provenientes de la Independencia de Panamá en 1903, y al mismo tiempo para definir y regularizar sus intereses respecto al Canal Interoceánico que los Estados Unidos estaban construyendo en el Istmo de Panamá.

Dust jacket shows the slightest signs of shelf wear only, no tears. Unpaginated, about 150 pages in oversize format, first couple pages contain the intro and preface in English and Spanish, the remainder of the book full page, full color photo prints of the author's work. Includes shots of the neighborhoods Barraza and El Chorrillo in Panama, cock fighting sheds, cock fights, children, local teen age gangsters, children at play , gang members, police on motorcycles with shotguns, local architecture, slums, etc.
