In the wake of the attacks of September 11 the Federal Governemnt has reassessed almost every aspect of American life to ensure and our country and its people are protected against terrorist threats. Historically foreign government have issued consular identification cards to enable their citizens aborad to seek consular assistance when they needed help. Since early 2002 however those cards have served a new purpose. This is when the Mexican Government redesigned their consular identification card known as the Matricula Consular and began promoting it for local acceptance in the United States. As of the time of this hearing more than 402 localities 32 counties 122 financial institutions and 908 law enforcement agences had accepted the Matricular for identification purposes. U. S.
