Sinha, PVSM, was born in January 1926 and soon after graduating from Patna University in 1943, joined the Army. He saw combat service in Burma, Indonesia and Kashmir, Nagaland and Manipur. He held all levels of active command from a platoon to a field army. He also held key staff and instructional appointments. He received the highest military award for distinguished service. He resigned as Vice Chief of Army Staff in 1983 following his surprise supersession for Army Chief. This rocked the Parliament and led to much controversy in the media. Stephen Cohen, the noted US expert on South Asia referred to him as one of India's most outstanding Generals since Independence. He was appointed India's Ambassador to Nepal in 1990 when Indo-Nepal relations had hit their nadir. He restored them to the highest level of cordiality and helped in restoration of democracy in Nepal. The Prime Minister of Nepal wrote, "General Sinha was as much India's Ambassador to Nepal as Nepal's Ambassador to India." In 1997 he was appointed Governor of Assam when insurgency was at its peak. During his tenure ULFA insurgency was wiped out and a mind change brought about among the people. He was popularly called "a true son of the soil of Assam". In 2003 he was appointed Governor of Jammu and Kashmir. During his five year tenure, near normalcy was restored in the State with the average rate of daily killing coming down from 10 to I. Singh was deposed by the British in 1889 with accusations of misgovernment disloyal dealings with the Russian Empire and a plot to murder his brothers and the British Resident but as this was deemed contrary to the 1846 Treaty of Amritsar he was reinstated but with a new ruling council was forced upon him under the supervision of the Resident. Two slips of paper cut from a letter for display in an album. Both somewhat discoloured and a little ruckled. All the writing is in the same ink but it is not clear whether the text of the letter is in a secretarial hand. The first slip 5.5 x 10 cm carries the valediction with Singh’s sprawling signature: ‘Your most sincere friend / Pratap Singh / Maharaja’. On the other side: ‘My dear Friend / I have . / Whenever your kind . / the 5th instant . / that you intend .’. The other slip 7.5 x 5 cm carries the armorial letterhead and date ‘The 8th June 1893’. The demand of State autonomy has remained a highly contentious issue in Indian Politics right since the time when accession of Kashmir to the Indian federalism took place. This is a demand that often generate tension between Center and the State. It is felt that the autonomy for the State may actually come to mean autonomy for Kashmir region only. It may not flow to the regional and sub-regional levels. The autonomy that extends beyond the State needs a multi-layered package of autonomy that extends beyond the State to the regional or sub-regional levels. Autonomy is needed to inspire confidence to the people, to make the system more democratic, to ensure speedier and balanced development and to make the administration accountable to the people and thus more efficient and above all, to evolve a composite and harmonious personality of the State. None of these can be achiever in the present unitary system of the state and by centralization of power and administration. A more federalized and bottom-up approach is needed to solve the problem of the State. This book is an attempt to examine the relationship of Kashmir identity with the Indian Union, the regional identity of Jammu and Ladakh with the State. This book on the one hand is the description of the relationship between the Centre and the State and on the other hand is the description of relationship between the three regions, namely Jammu, Kashmir and Ladakh.
