Instructions from the Commissioners of Audits approved by Queen Victoria's Commissioners of the Treasury which were provided to the Agents General of British colonies. <br /> <br /> Among the "Supplies" procured and forwarded to the colonies are included "Sub-Marine Telegraph Cables Steam Vessels Dredging Vessels" showing a keen involvement with advancing telegraph capabilities after the successful launching of the first telegraphic cable across the Atlantic by the Great Eastern in 1858. <br /> <br /> The instructions include two types of colonies "Crown" and "Representative" seemingly related to the application of the instructions which are "Strictly Applied" in Crown Colonies and "Applied when Practicable" in Representative Colonies. The Crown Colonies include many islands of the Caribbean - Bermuda Jamaica Grenada St. Lucia Bahamas Turks Islands and Trinidad. Bermuda is unusually listed "Convict Service only partly representative. Other Crown colonies are Ceylon Mauritius Western Australia the only Australian state so designated Gibraltar Malta Natal Labuan Sierra Leone Gambia Gold Coast Hong Kong British Guiana British Columbia British Kaffraria St. Helena Falkland Islands Heligoland. <br /> <br /> Representative colonies include Victoria Tasmania and New Zealand Cape of Good Hope New Brunswick Newfoundland Vancouver's Island and St. Kitts. With an article on the back page column 3 entitled "Gold In Australia" measuring 13 column inches which states "The discovery of the fact by Mr. Hargraves that the country from the Mountain Ranges to an indefinite extent in the interior is an immense gold field" which has ignited "a universal rush to the diggings". The article goes on to describe the rapid rise in the cost of provisions; a description of miners returning to town with gold nuggets; the government geologist's visit to the site; and the need to appoint a "Commissioner over the gold regions. in which Mr. Hargraves being the discoverer. points him out as the most suitable and worthy person for the appointment." An article picked up by the Edinburgh Courant from the Sydney Morning Herald of May 20 which took it from The Bathurst Free Press of May 17th. Small chips at top edges a little browned. Single issue of four page newspaper disbound measuring 19" X 25" Saturday September 6 1851 Number 22168with red newspaper tax stamp at upper right hand corner and black Edinburgh Evening Courant stamp. The circular lists 10 directions for sending letters including one-page only and of a strictly personal character typed or clearly written. ". any person may send a letter to a prisoner of war In Japanese hands but in view of difficulties of transmission it is urged that until information is received from the Japanese as to prisoners of war and their places of internment letters should be sent only once a month and by close relatives only." <br /> <br /> The Central Red Cross Bureau based in Melbourne was the go through organization for such mail. Letters could be posted the sheet gives instructions on how to address such a letter at any post office and they would be forwarded post free by ordinary mail without stamps. "Upon arrival in Melbourne the Red Cross will arrange with the proper authorities for their onward dispatch." The piece is coded at upper front right 10 M / 30 / 6 / 42 indicating that 10000 were printed on June 30 1942.
