Approfondito lavoro storico dello Speranza, il cui primo tomo è interamente dedicato alla storia dell'autonomo territorio marchigiano prima della sua incorporazione nell'Impero, basato sui più recenti studi di "paletnologia, etnica, linguistica, e archeologia", e corredato di una importante appendice bibliografica di oltre 50 pagine. Questo tomo, suddiviso in 3 Libri, tratta il periodo dalle origini all'invasione picena, dell'invasione picena sino al termine della prima Guerra Punica dopo la sottomissione a Roma, e della sottomissione del Piceno alla cittadinanza romana. Seguono un'appendice (pp. 443-483) sulle Antichissime iscrizioni picene corredata di XI tavole numerate I-XI, con commento e glossario. Il secondo tomo, suddiviso in 2 Libri, riguarda il "periodo dalla cittadinanza romana all'Impero" (ascesa di Pompeo, sue attività, operazioni militari, riforme, triumvirato, congiura, spedizione in Oriente, vittorie di Cesare assegnazioni ai veterani delle colonie picene, tumulti) e il "Piceno quinta regione d'Italia" (vicende sino al 2° Triumvirato, Guerra Partica, ultime guerre in cui si distinsero i Piceni, riforme, catasto, municipi, miglioramenti dei collegamenti stradali e abbellimenti sotto Augusto etc). Chiudono l'opera una dettagliatissima appendice bibliografica (pp. 218-268) ed un indice ragionato dei nomi e delle cose.
