On March 25 1969 the President created a Cabinet Task Force to conduct a comprehensive review of oil import restrictions; requested the Secretary of Labor to assume its chairmanship; named as the other members the Secretaries of State Treasury Defense Interior and commerce and the director of the Office of Emergency Preparedness; and added observers representatives of the Department of Justice Bureau of the Budget Council of Economic Advisers Office of Science and Technology Policy Office of the Special Trade Representatives and Federal Power Commission. Two of the members Secretary of the Interior and Secretary of Commerce did not associate themselves with this report and filed separate views. The Chairman of the Federal Power Commission also disassociated himself in full from the report and joined the two dissenting members in their expression of separate views. Secretary of the Interior Harold Ickes advocated the stockpiling of emergency crude oil in 1944. President Truman's Minerals Policy Commission proposed a strategic oil supply in 1952. President Eisenhower suggested an oil reserve after the 1956 Suez Crisis. The Cabinet Task Force on Oil Import Control recommended a similar reserve in 1970. But few events so dramatically underscored the need for a strategic oil reserve as the 1973-74 oil embargo. The cutoff of oil flowing into the United States from many Arab nations sent economic shockwaves throughout the Nation. In the aftermath of the oil crises the United States established the SPR. President Ford set the SPR into motion when he signed the Energy Policy and Conservation Act EPCA on December 22 1975. The legislation declared it to be U.S. policy to establish a reserve of up to one billion barrels of petroleum. The Gulf of Mexico was a logical choice for oil storage sites. More than 500 salt domes known to be an inexpensive and secure means of petroleum storage are concentrated along the coast. Also the Gulf Coast is the location of many U.S. refineries and distribution points for tankers barges and pipelines. In April 1977 the government acquired several existing salt caverns to serve as the first storage sites. Construction of the first surface facilities began in June 1977. On July 21 1977 the first oil - approximately 412000 barrels of Saudi Arabian light crude - was delivered to the SPR. Fill of the Nation's emergency oil reserve had begun. U. S. In collaboration with the Ministry of Culture and Tourism of the Republic of Azerbaijan, Dd created an exhibition "The Nobels and Baku Oil" that was displayed at the Baku Museum Centre. The exhibition was dedicated to the 15th anniversary of the Contract of the Century and the 130 years since the Nobel Brothers opened their business in Baku. It told the story of the Nobel Company's accomplishments in Azerbaijan from 1874 to 1920 and its role in the economic, technological and social development of the region. The Nobel brothers - Alfred, Ludvig and Robert - once had with Baku. In fact, when the Nobel Prizes were established more than a century ago (1901), roughly 12 percent of the prize money was drawn from Alfred's shares in the Nobel Brothers' Petroleum Company in Baku. The Petroleum Production Company Nobel Brothers, Limited, or Branobel ("Nobel Brothers" in Russian), was an oil company set up by Ludvig Nobel and Baron Peter von Bilderling. It operated mainly in Baku, Azerbaijan, but also in Cheleken, Turkmenistan. Originally established by Robert Nobel (who contributed 25,000 rubles) and the investments of barons Peter von Bilderling (300,000 rubles) and Standertskjöld (150,000 rubles) as a distillery in 1876, it became, during the late-19th century, one of the largest oil-companies in the world. The Nobel Brothers Petroleum Company was an oil-producing company that had its origins in a distillery, founded by Robert and Ludvig Nobel in Baku in 1876, which, in 1879, turned into a shareholding company headquartered in St. Petersburg. The share capital of three million rubles was divided as follows: 53,7% Ludwig Nobel, 31,0% Baron Peter von Bilderling, 4,7% I.J. Zabelskiv, 3,8% Alfred Nobel, 3,3% Robert Nobel, 1,7% au Baron Alexandre von Bilderling. Pipeline transport was pioneered near Baku by Vladimir Shukhov and the Branobel company in 1878-1880. On 10 April 1902, the company signed a contract for the purchase of oil fields in Romany, which were owned by the oil producer Isabey Hajinsky. On 17 October 1905, in accordance with the Committee of Ministers, the company purchased the oil fields owned by oil producer A. Adamov. The company's fixed capital in 1914-1917 was 30 million rubles. By 1916, it was the largest oil company in Russia, producing 76 million poods of oil. Between 1877 and 1901, the company drilled over 500 wells, produced 150 million barrels of oil, and employed 12,000 workers.

Book A very good copy of the first post-war edition of the guidebook including the map which has seen very little if any use. The "Fourth Edition" reflects the fact that this is the fourth guidebook that was issued. The Third Edition was published around the start of World War II in 1939. As the Foreword notes "For four years little or no maintenance was carried out roads previously good fell into disrepair bridges were bombed and destroyed and opposing armies constructed new highways" p. 1. The folded map printed in black and red opens up to 13" wide by 20" high. Roads are marked in red and designated "all weather" "fair weather" and "unclassified." Places with petrol pumps are underlined in red. The map is in excellent condition with three creases in the margins and only one 1/4" tear at the outside edge of one of the folds. WorldCat shows two entries for the book OCLC #250091811 and #19666339 with a total of only 16 libraries including the Department of State's Ralph J. Bunche Library the U.S. Transportation Department Library the Library of Congress and the British Library. Size: Around 7" or slightly taller - Duodecimo 12mo. 121 pages. Item Type: Book. The text block is tight and unmarked. None of the many Notes pages have any entries. The thin cheap paper has browned from age but is in good condition. The last three leaves have a 2" diagonal crease at the bottom corner not reaching the text. Green paper wrapper that has browned around the edges from age. About 1/8" of the upper right corner of the front cover is missing. The first and last pages are glued to the front cover so the first page is tight and the rear cover is creased where the page is no longer glued in probably because of the weight of the map that is in a pocket on the inside rear cover. Compilation of publications on the worldwide resources of gypsum strontium molybdenum silver and "petroleum and allied products" and its mining industry in the period 1913-1919. Written two decades before the discovery of oil the Middle East the last and longest publication describes an almost unrecognizable oil production. "It will be noted that the United States and Mexico together produced over 87 per cent. of the world's output in 1921 " p. 13. Under the header "Arabia" follows one of the shortest descriptions only stating that "Indications of oil are known on the Farsan Islands in the Red Sea where drilling has been unsuccessful. On the Persian Gulf coast of Arabia indications of oil occur in the neighbourhood of Basra and near Koweit.
