García de los Reyes, nacido en Montevideo, fue uno de los marinos españoles de más alto nivel técnico del pasado siglo. Ingresó en la Escuela Naval en 1876 y tomó parte en las Campañas de Filipinas y Marruecos. Organizador y primer jefe del Arma Submarina, fue posteriormente Ministro de Marina en 1928, introduciendo sustanciales cambios en la organización de la Armada.
