Historien et économiste, Saverio Scròfani (Modica 1756 - Palerme 1835) était un adepte convaincu des Physiocrates dont on retrouve les doctrines dans cet essai, particulièrement en matière de liberté du commerce des grains. Alors professeur d'agriculture à Venise et surintendant de l'agriculture et le commerce avec le Levant., l’auteur passa à Paris, puis à Naples où il devint directeur de la statistique (1814-22), poste dont il fut démis pour ses opinions libérales. Elle contient pour la première fois 'l'Essai sur les prix' (avec des Tableaux statistiques, p. 243 à 255) et 'l'Essai sur l'agriculture', soit la moitié de l'ouvrage. Ce livre, "accueilli par d'Argenson avec enthousiasme, exerça une action immédiate sur l'administration et sera cité pendant quinze ans comme faisant autorité" (Weulersse). Néo-mercantiliste et agrarien, Herbert fut l'un des premiers à plaider en faveur de la liberté du commerce des grains. Il avait été directeur des carosses publics de Bordeaux. (Higgs, 1474.
