"Mably met en lumière l’apparition de ce qu’il appelle "le droit public de l’Europe" et montre comment ce mouvement de contraires, "guerres-traités", constitua un frein réel aux conquêtes. Par ailleurs, cherchant à comprendre les causes des obstacles concrets à un progrès du "droit des gens", il constate que le système économique européen possède un dangereux caractère expansionniste. Analysant les étapes de l’enrichissement par le commerce, il établit un rapport de causalité avec l’extension des guerres, du chômage et de la mendicité" (Florence Gauthier). Importante défense du marquis de Lavardin dans la Querelle des "franchises", conflit avec la papauté à propos de l’exterritorialité des "franchises" dont devrait bénéficier l’ambassade de France à Rome. Evêque du Mans, le marquis de Lavardin fut envoyé par Louis XIV en ambassade à Rome pour y rencontrer Innocent XI qui l'excommunia en cette année 1688. En réponse Louis XIV menaça de s’emparer d’Avignon et d’attaquer directement les Etats du Pape. Le "libelle italien" incriminé figure intégralement à partir de la page 35. Exemplaire lég. défraichi.
