Charles Coleman è stato un pittore inglese di paesaggi e animali, nato a Pontefract, nello Yorkshire, in Inghilterra. Fu attivo principalmente a Roma, dove fu un'importante influenza su Nino Costa e diede un contributo significativo alla formazione della Scuola di pittura di Campagna Romana. A fine work, printed on China paper and laid on cardboard, full margins, in perfect condition. Charles Coleman was an English landscape and animal painter, born in Pontefract, Yorkshire, England. He was active primarily in Rome, where he was an important influence on Nino Costa and made a significant contribution to the formation of the School of "Campagna Romana" Painting. From the barren hills of Yorkshire, Charles Coleman arrived in Rome in 1831 and showed himself a passionate painter of the territory surrounding the urbe, publishing in the middle of the century, at the Spithover bookstore, a rich volume with 53 etchings: A series of subiects peculiar to the countryside of Rome and Pontine marshes designed from nature and etched by C. Coleman. The landscapes that Coleman depicts are very similar to the desolate views of his Yorkshire, "windy and inhabited only by heather". In most of the English artist's views, the landscape is presented with vivid contrasts, making Coleman a true master for a generation or two of painters in Rome and beyond. He was contemptuous of academic teaching, believing that observation from nature was the best education for an artist. He exhibited five times at the Royal Academy in London, for the last time in 1869.

Nel luglio del 1871 a Parigi fu eletto, per la prima volta a suffragio universale, il consiglio comunale. Si trattava di una significativa riforma della nuova repubblica, che tuttavia non comportava un'autonomia amministrativa per la città. Al contrario, il governo centrale mantenne uno stretto controllo su Parigi attraverso forme diverse, e soprattutto attraverso il suo rappresentante: il prefetto. La municipalità era però decisa ad affermare la propria libertà d'azione. E proprio il settore urbanistico si configurò come terreno di scontro e, a seconda della congiuntura, di mediazione del conflitto fra governo e potere locale. Il consiglio comunale si propose il rinnovamento della gestione amministrativa e individuò nell'urbanistica il principale campo di applicazione dei nuovi principi gestionali. Nei decenni precedenti, nel corso del Secondo Impero, il prefetto Haussmann aveva progettato e realizzato profonde trasformazioni nella struttura urbana della città. Con la Terza Repubblica il consiglio comunale cittadino lasciò tracce meno sorprendenti sul paesaggio urbano e talvolta operò in modo subalterno rispetto ai piani del Secondo Impero; ma seppe formulare un quadro normativo che disciplinò con maggior precisione la progettazione urbana. L'intervento urbanistico perse progressivamente ogni carattere episodico ed eccezionale. Lentamente, e attraverso un processo non sempre lineare, fu superato il culte de l'axe. Ad una tendenza che privilegiava le trasformazioni dell'impianto stradale fu sostituita un'impostazione che poneva l'accento sulle infrastrutture di servizio. Nel contempo maturò una concezione dei servizi urbani, che prefigurava un diverso rapporto fra potere pubblico e settore privato; e trovò legittimità il principio della municipalizzazione, che anticipava la corrente del municipalismo. PIER PAOLA PENZO è ricercatrice presso il Dipartimento di Arti Visive dell' università di Bologna e si occupa di storia dell'urbanistica nell'età contemporanea.
