Newton Leroy Gingrich born June 17 1943 is an American politician and author representing Georgia in Congress and ultimately serving as 50th Speaker of the United States House of Representatives from 1995 to 1999. He represented Georgia's 6th congressional district from 1979 until his resignation in 1999. Gingrich won election to the United States House of Representatives in November 1978 the first Republican in the history of Georgia's 6th congressional district to do so. He served as House Minority Whip from 1989-95 and Speaker of the House from 1995-99. Gingrich was a major leader in the Republican victory in the 1994 congressional election. In 1995 Time named him "Man of the Year" for "his role in ending the four-decades-long Democratic majority in the House". He received a reprimand from the House for Gingrich's ethics violation. Eighty-four ethics charges were filed by Democrats against Gingrich during his term as Speaker. All were eventually dropped except for one: claiming tax-exempt status for a college course run for political purposes. On January 21 1997 the House officially reprimanded Gingrich in a vote of 395 in favor 28 opposed and "ordered him to reimburse the House for some of the costs of the investigation in the amount of $300000". It was the first time a Speaker was disciplined for an ethics violation. Additionally the House Ethics Committee concluded that inaccurate information supplied to investigators represented disregard of House rules. The full committee panel did not agree whether tax law had been violated and left that issue up to the IRS. In 1999 the IRS cleared the organizations connected with the "Renewing American Civilization" courses under investigation for possible tax violations. U. S. Government Printing Office paperback

A MOST UNUSUAL TURIN PRINTING of Roberti's treatise on ethics and integrity, nominated by Gamba as one of his better works, and first published in Bassano, the author's birthplace, in 1784. In it, Roberti takes his inspiration from Montesquieu and others in exploring the distinction between honesty and truthfulness, uprightness and moral rectitude. The treatise is divided into two parts; the first exploring six 'doubts', the second concentrating on six founding principles. Both parts contain numerous examples, some literary and some factual. Extremely scarce, especially in this condition. Gamba 2420 (recording the first edition).
