Député à la Convention, Fourcoy commente le célèbre projet d'éducation révolutionnaire de Lepeletier de Saint-Fargeau quelques mois après l'assassinat de celui-ci (janvier 93). S'il analyse et fait l'éloge de ce plan, il se montre réservé sur la question de la prise en charge intégrale des enfants et de leur éducation par la communauté nationale, jugeant le principe irréaliste, nocif pour les familles et trop coûteux en termes de budget. Fourcroy fut lui-même très actif dans l'organisation de l'instruction publique. Il a été l'un des principaux artisans de l'élaboration des lois générales et des institutions qui ont structuré l'enseignement public français. (Martin & Walter. II, 13708).
