C'est un véritable programme économique, largement influencé par les doctrines physiocratiques, que l'auteur expose au long de ces 47 chapitres qui débordent très largement l'intitulé de l'ouvrage : population, monnaie, 'intérêt de l'argent', 'commerce des blés', 'colonies sur le nouveau continent'… "Sénac avait conçu une sorte de dictionnaire économique (…). S'il se croyait appelé à remplir les fonctions de ministre, il était logique qu'il exposât les principaux articles de son programme" (cf. A. Vielwahr, 'Sénac de Meilhan', p. 69 sq.). Economiste, collaborateur à l'Encyclopédie Diderot-D'Alembert, prêtre du diocèse de Bordeaux, Pierre Jaubert (1715-1780) quitta sa charge pour s'installer à Paris et se consacrer à des travaux historiques et économiques.
