Esiste una legge migliore di quella che consentirebbe di riportare nella legalità milioni di italiane e italiani, di separare il mercato dalla cannabis da quello delle droghe pesanti, di ridurre il finanziamento alla criminalità organizzata (oggi pressoché inevitabile per gran parte di coloro che fanno uso di cannabis), di far emergere una quota consistente di economia sommersa e di ricavare una cifra tutt'altro che banale per le casse dello Stato, con particolare riguardo a ciò che si potrebbe spendere per la prevenzione e, più in generale, per la Sanità? Esiste una legge migliore di quella che permetterebbe di controllare la qualità di ciò che viene immesso nel mercato, di risparmiare costi per lo Stato nelle varie fasi di repressione, indagine, in ambito giudiziario e carcerario? Sarebbe una buona legge, in particolare per il nostro Paese dove è alto il consumo della cannabis e dove è forte, in alcuni casi molto complicata da contrastare, la presenza diffusa su tutto il territorio nazionale delle mafie. Una legge basata sui migliori esempi a livello internazionale, su regole chiare e semplici, sulla possibilità dell'autoproduzione, della costituzione di cannabis social club e di un accesso legale alla cannabis per i consumatori occasionali.
