Dr. Payne earned the degree of Bachelor of Philosophy at the University of Chicago and that of Master of Arts at Columbia University. In 1917 he served as executive secretary of the Military Training Commission in New York. In 1918 he was director of the United States War Department surveys. He pursued advanced studies at Harvard where he was made a Doctor of Education. He went on to teach at Columbia the College of the City of New York the University of Minnesota the University of California and Harvard. Dr. Payne edited several educational and psychological texts for McGraw-Hill and was associate editor of VOCATIONAL EDUCATION MAGAZINE. A gifted lecturer Dr. Payne spoke regularly on psychology at Carnegie Hall in New York.
