1862948F36Boston: Prentiss & Deland 1862 . First edition. Paperback. Very Good Indeed. 9.5" by 6". None. The very scarce first edition of John Stuart Mill and Thomas Hare's discussion of the nature of democratic government and the need for electoral reform. First published in the newspaper The National Era this is the very scarce first separate edition of this work. This essay builds from Hare's earlier work on the single transferable vote 'The Election of Representatives Parliamentary and Municipal' a work which Mill said was 'the greatest improvement of which the system of representative government is susceptible; an improvement which exactly meets and cures the grand and what before seemed inherent defect of the representative system'.Mill and Hare collaborate on this brief article to discuss recent publications on the subject of electoral reform and distinguish between 'representation of all' which ensures that all voices including minorities have a say in governance and 'representation of the majority only' where the majority suppress the rights and interests of smaller groups.American Imprints 48988An informative critique first-past-the-post voting for its tendency to marginalise minority viewpoints.
