The letter "s" in "yours" is smudged. Once folded the corners are clipped and the edges are darkened. The autograph was likely once mounted into an album as evidenced by glue stains and paper remnants adhering to the edges of the verso. Good. <p>The English social reformer Sir Edwin Chadwick 1800-1890 was a leader in reforming England's Poor Laws.
