In order to produce a single comprehensive manual the Rules of Procedure required considerable legal amendment, including the repeal and replacement of the Army Discipline and Regulation Act 1879 by the Army Act 1881. The first edition was approved by both Childers and Hartington and published in 1884. The present edition contains an entirely new chapter on the laws and usages of war, revisions resulting from the Army Reforms of 1908, and (notably) the inclusion for the first time of the Official Secrets Act. It is arguably the most significant single issue, containing as it does the broadest set of amendments stemming from sea changes in service structure and practice. Fortunately it was completed in time for the conflict about to come. COPIES OF THE SIXTH EDITION ARE UNACCOUNTABLY SCARCE, ESPECIALLY IN THIS CONDITION. A RARE SURVIVAL.
