This study focuses on the pardons of the Hamidian era by using the petitions which were written by the convicts, accused people or their relatives to the Sublime Porte. Beside the lives, prison conditions and accusations of the convicts, the pardon petitions constitute a useful source to see the nature of the relationship between state and the ordinary people. This study argues that although requesting a pardon seems to have been a kind of obedience to the authority, the relationship established on pardons was established through bargains and negotiations. The process of granting pardons was an interactive one in which the actors negotiated on the conditions according to the position of supplicant. Also, the petitions allow us to see the debated characteristics of the Hamidian era from the eyes of the ordinary people. This study claims that the pardon was a state policy and it was especially applied during the Armenian Events of the 1890s, the banditry problem and tribal conflicts. Moreover, to gain the loyalties of the outlaws, to use them as informers and collaborate with them in the critical areas of the Empire, pardons were a step in allowing the state to make alliances without losing its prestige. Through the discretionary power of forgiveness, the Sultan tried to restore the monarchical ideology, namely the merciful image of Sultanic rule, which was a distinctive element of monarchical power. While granting pardons, the Abdülhamid regime expected from the convict less loyalty or regret than certain services, and active collaboration on particular issues - a tension which constituted the dynamics of the pardon negotiations.

Akif Pasha was an Ottoman / Turkish statesman, poet, author, and intellectual. "Tabsira" is the famous work written by Akif Pasha to reveal the origin of the Churchill Case, which caused him to be dismissed from his Foreign Affairs Ministry. This rare 'politic quittance' work covers both domestic and foreign policy of the Mahmud period; It reveals its delicate relations with European states, especially Britain as well as contains important testimonies that will contribute to determining the position of the Fener Greek Patriarchate in those years. The work, albeit subjective, contains valuable information and approaches to historical researchers as a primary source. One of its most important features is that it is an early step towards new literature and style. The work, which probably was written in 1836, made Âkif Pasha a "münsî" [i.e. builder, a pioneer] that the writers of the Tanzimat era [i.e. Ottoman Reform period] took as an example. The Churchill Case was the main reason for the writing of this book. British origin William Nosworthy Churchill, (1796-1846), who published the Ceride-i Havadis [i.e. The Journal of the News] newspaper, injured a Turkish child while hunting and he was imprisoned in 1840. the British ambassador made it turned into a political event. After the proclamation of the Tanzîmât Edict, the government wanted to re-arrange the city. To this end, the Building and Expropriation Regulations that determined how modern city planning would be made as of 1840 were published. It was clearly stated that the government would base expropriations made to expand roads, allotment of burnt areas again, determination of construction rules, and opening the areas where reconstruction was not allowed to settlement,in essence all new urban development activities on these new laws. While expropriations were carried out, it was emphasized that, especially when for "public interest", the operation would be made with the consent of the landowner and after the preparation of maps. All of these can be said to be the reflections of modernity. This book examines the expropriation activities which were the most important tools for the government in the process of reconstruction implemented in Istanbul in the nineteenth century. It argues that the urban development which is at the intersection of centralization and modernization, and the concept of modern expropriation was a consequence of the change in the perspective and the understanding of the Ottoman government. Additionally, in the book, while the concept of modern expropriation is being evaluated in relation to the transformation in the governmental and legal mentality, the economic and social aspects of the expropriations are also emphasized. Other reconstruction processes occurring in other cities in the Ottoman Empire and other European cities which were taken as models in the reconstruction process of the capital city were investigated and documented here for the sake of approaching the expropriations from a comparative angle. This book aims to offer a holistic addition to literature on the urban history of Istanbul in the nineteenth century.

He held several offices in the Ottoman State. From 1865 he was a leading member of the Young Ottomans. In 1867 he went together with Namik Kemal to Paris and London, where he published a newspaper called Hürriyet (freedom). His return to the Ottoman Empire was followed by tenures as governor of Cyprus, Amasya, Konya, Aleppo and last Adana. This study is on his own ideas related to the Ottoman Empire system, rule, and Westernization period. First and only edition.
