He finds it difficult to give advice because of his "being so imperfectly informed as to the present state of the question of immigration into Guiana. - It is obvious that the course which ought to be taken must depend upon whether the Colonists have or have not reason to complain of the conduct of the Government.- If they have & if any facilities for obtaining labour which might be granted to them have been with-held then a discussion would seem to be desirable & in the present word obscured of the session & if parties in the House of Commons I do not see how you could ruin a discussion except by asking a question & making a statement in explanation of it going into Committee of Supply. But if the Govt as I think it most likely sincerely desire to do all that can properly be done to encourage immigartion & only refuse to consent to measures to which there is a just objectn it would seem to me doubtful whether there would be any advantage in bringing on a discussion or whether it would be quite right to do so. - For this reason if I had remained in town & had had words deleted to present the petition to the House of Lords I would in the first instance have called upon the gentlemen connected with the colony in this country for a clear explanation of what they want & of the grounds on which they think the government ought to do more for them & I w-ould have endeavoured to satisfy myself whether they are right or wrong in order that in presenting the petition I might express the opinion I had formed which you know is allowed in the House of Lords. .". Near Fine. 5 handwritten letters to William Ward 1873-1879 regarding the Philadelphia and Chester County Railroad which existed from 1872 to 1885; it was succeeded by the Philadelphia Midland Railroad. William Ward was one of the organizers of the Philadelphia and Chester County Railroad and in 1874 was the president and treasurer pro tem. Letters #1 and #2 Sept. 5 and Dec. 5 1873 are from Jos. H. McKeehan an attorney in Philadelphia who is writing about deliquent subscribers to the railroad. Letter #3 Dec. 18 1873 is from the Village Record a newspaper in West Chester Pa. with a copy of the advertisement that ran in the paper listing the dates that instalments from railroad subscribers were due in 1872. Letter #4 Nov. 26 1875 is from John Smith of Ridley Park about a plan to petition to vacate a street and public ground adjoining Mr. Bartol's purchase. Letter #5 Sept. 8 1879 from the superintendant of the Government Paper Mill in Dalton Mass. complaining about the appointment of counters and watchmen at the mill presumably to Ward as a congressman. William Ward 1837-1895 studied law and was admitted to the Pennsylvania bar in 1859. He opened a practice in Chester; was involved in real estate and banking; served as a member of the Chester city council and as city solicitor; and was a Republican member of the U.S. House of Representatives from Delaware County in the 45th 46th and 47th Congresses 1877-1883. Announcement of a meeting of the Manufacturers of Delaware County to be held on Nov. 20 1875 "to obtain relief from the burdensome and unequal taxation suffered" by those manufacturers. By order of Samuel Riddle president of the group. Pencil notations on the back headed "Riddle mill burned." #2-3: 26 x 21 cm. Printed notice dated Nov. 29 1875 from a committee of Manufacturers of Delaware County urging individual manufacturers to explain to their county assessor "the great depreciation in the value of machinery since the last triennial assessment." The committee are Amos Gartside James Stephens and Abram Blakeley. Includes a list of assessors of Delaware County for 1876. There are 2 copies of this one with an ink note reading: "Jno. R. Rhodes." #4: 21 x 13 cm. Printed letter dated May 6 1876 from William Ward "Acting for Committee of Delaware County Manufacturers." Ward who represented Pennsylvania in Congress from 1877 to 1883 requests the recipient to have the "enclosed memorial" signed by all employees "both male and female" to be used during the debate on the Morrison Free Trade Bill. #5: 21 x 25 cm. Printed letter dated Jan. 29 1877 from Amos Gartside and James Stephens on behalf of the Committee of Delaware County Manufacturers. To manufacturers urging them to talk to the county assessors in their districts about the burden put on Delaware County manufacturers by the "unfair and unequal valuation and taxation of machinery." Very scarce. In Very Good Condition: all are lightly creased; closed 2-cm. tear from edgeof #1; several closed tears of less than 1 cm. from edges; minor loss near upper edge of #1; slight discoloration on #5.
