20365Published by A. Wheaton & Co. Booksellers Fore Street Exeter. 1893. 16pp. 8vo. Stapled pamphlet. Aged and worn with all text intact. Dedicated 'To Nathaniel Lewis Cohen Esq. Founder of the First Free Labour Registry in England.' The text begins: 'A National Labour Bureau with Affiliated Labour Registries Is one of the pressing needs of the time. Therefore at the desire of two or three gentlemen who are greatly interested in the question I having given considerable attention to the matter venture to express my views thereon and at the same time to incorporate in a pamphlet the evidence I gave upon the subject before the Royal Commission on Labour in December last. In the views herein expressed I do not claim any special originality as they are very much the result of conference and correspondence with a number of representative men. My part has been first the initiation of the proposal to bring the subject under the notice of the Royal Commission; and secondly the formulation of a definite scheme.' What follows is divided into sections: 'Statement before Commission' 'Examination by Members of Commission' 'National Bureau' 'Cost of Scheme' 'Periodic Report' 'Employment of Post Offices' 'Private Registries' 'Importance of Prompt Action'. The final page is headed: 'Outline of Proposed Scheme.' This begins: 'A National Labour Bureau being an extension of the Labour Department of the Board of Trade or a separate department in affiliation with the Factory Inspectors' Department and with the Emigrations' Information Department in connection with which it should be vested with special powers for dealing with the questions of emigrations. The objects of this Bureau would be first to obtain and disseminate information on labour questions and general statistics of employment and secondly to act as a clearing house for the District Labour Bureaus.' Scarce: the only copies on OCLC WorldCat and COPAC at the Bishopsgate Library and the University of Essex Albert Sloman Library. Accompanying the item are a couple of newspaper cuttings neither complete one headed: 'A Labour Department Adoption by the Cabinet Outline of the Scheme'. Published by A. Trapani 1840-49.

Small folio pp. 196 of pre-printed shipping manifest forms of which 137 completed in ink; contemporary flexible vellum-backed marbled paper boards with ink-lettered label to upper board; corners bumped and spine a little chipped.

Fine documentation of the maritime trade from the harbour of Trapani in Sicily. The manifest gives bills of lading from January 1840 to March 1849. The pre-printed manifests are completed in ink giving the name of the freight ship and its captain the destination and then details of its freight i.e. type and quantity of merchandise names of senders and recipients.

Trapani boasts some of Europe's oldest salt marshes and salt extraction has been a major business for centuries which still flourishes to the present day. By the nineteenth century Sicilian sea salt was exported to European countries as far away as Norway and Russia. These shipping manifests document that it was sent to destinations as far afield as Constantinople Abo Stavanger Carlscrona Stockholm Bergen Odessa Reval and Riga.

Clearly some of the shippers acted on their own account being both captains of the ship and shipper whereas others acted on commission. In 1897 the Keller-Dorian company still specialized in metal engraving and also manufactured fancy paper at the same address at number 17. From 1901 onwards this dual activity was separated: metal engraving remained at number 19 and paper manufacturing moved to an extension at 15-17 Chemin Saint-Eusèbe also in Lyon adjacent to the engraving workshop. This company was the only one in France to manufacture multi-colored fancy paper. The head office was founded in Mulhouse in 1825. The Keller-Dorian family were originally wood and metal engravers for printing on silk and cotton of all kinds dresses furniture scarves specializing in embossing crepe and moiré" Halitim-Dubois.
