"One of Hobson's lesser known works which provides evidence that he remained a lifelong Cobdenite. He was assisted by Sidney Webb in the 'preparation and correction' of the book. Hobson condemns indirect taxes which in his view are 'generally worse than worthless for purposes of revenue, producing little, costing much, and interfering with the general productivity of industry and commerce'. In Part I Hobson 'sets forth the principles upon which the tax-system should be reformed in order to provide for debt - charges and reconstruction; and in Part II discusses measures of 'emergency finance', especially the capital levy."
