William Jay (17891858), American jurist and reformer, was the son of John Jay (1745-1829), American patriot, statesman, and Chief Justice of the U.S. Supreme Court. For most of the period from 1818 to 1843 he served as Judge of the county court of Westchester, N.Y. An active abolitionist, Jay helped establish (1833) the New York City Anti-Slavery Society and wrote vigorous pamphlets and articles on the topic. Founded in 1932 by educator and psychologist Charles Henry Thompson the first African American to earn a doctorate in educational psychology and later Dean of Howard University's School of Education the journal became one of the most influential scholarly publications devoted to the study of Black education in the United States.<br /> <br /> Established during the era of Jim Crow segregation and continuing through the Civil Rights and Black Power movements the journal sought to collect and disseminate research on the education of African Americans critically evaluate educational policies and practices and encourage scholarly investigation into issues affecting Black students and communities. By the 1960s and 1970s it had become a leading forum for examining school desegregation educational inequality Black identity poverty higher education and the social consequences of racial discrimination.
