186322907New York: Hall Clayton & Medole Printers 1863. 20pp disbound with a bit of loosening. Foxed hole in lower blank forecorner of title page. Good to Good.

Blair rejects the 'State Suicide' notion-- advocated by the Rebels as well as Radical Republicans-- that the seceded States have lost their character as such; and though opposed to slavery he supports the removal of Negroes from the United States. "To free the slaves of the South without removing them would result in the massacre of them." As a military necessity Blair supports the Emancipation Proclamation and lauds Lincoln's "patriotism and comprehensive wisdom."
Bartlett 476. Sabin 5749. Very Good.

Blair warns of "ultra-Abolitionists" who "seek to make a caste of another color by amalgamating the black element with the free white labor of our land and so to expand far beyond the present confines of slavery the evil which makes it obnoxious to republican statesmen." Their policies would create "a hybrid race" an "unnatural combination" if ever there was one. He also attacks the abolitionists' 'State Suicide' theory which held that the rebel States were "annihilated by the rebellion" and thus subject to the "absolute authority" of Congress. In rebuttal Blair cites 'The Federalist' for his argument that the States are an essential and indestructible part of the Union.
LCP 1262. Monaghan 173. unknown books
51978The postmaster general under Lincoln also served as Dred Scott's counsel before the Supreme Court in 1857. Bold "Yrs truly / M Blair" on a 3" X 1½" slip clipped from a letter n.p. n.y. Very good. Small mounting trace on verso. Clean and nice and strangely enough the few words on the verso in Blair's hand read: "for Caleb B. Smith / Secy Interior." Accompanied by an 8" X 5 3/4" sepia tone photogravure book illustration reproduction 1895 of Francis B. Carpenter's famed 1864 painting "The first reading of the Emancipation Proclamation before the cabinet." Blair stands second from right in this well-known image between a seated Secretary of State William B. Seward and a seated Attorney General Edward Bates. Fine. unknown
