Upper wrapper with two slight stains and almost imperceptible insect damage at left side; lower wrapper waterstained. Contents excellent. Scarce: no other copy of these cosmic lottery tickets has been located. <br/><br/>The Gilbert Initiative was a state-wide organization formed by Barton Gilbert to change marijuana laws in California. It was divided into northern and southern chapters. Gilbert sought to make the drug enforced in the same manner as alcohol offenses. Oddly NORML did not support the proposed change. In any case the initiative failed so according to its terms the winner would be given at least $500.00 but not more than $2500.00. <br/><br/>Visually and historically appealing California ephemera. unknown books
