Describes the research and conclusions of a two-year grant-funded study of the SFPD that found numerous systemic problems. The Introduction lays out the broad and familiar issue quite well: "The claim is heard that police action has become a weapon by which minority groups are oppressed and persecuted and that police action is often used for political rather than legitimate law enforcement purposes. This belief justified or unjustified has become a barrier to effective police work. The police feel themselves isolated and set apart from the rest of the community.Only when a police officer is regarded and can regard himself as just another civilian doing an important and necessary job a part of the community rather than apart from it can the police department operate at its best and the community receive the greatest service." The Committee's recommendations include significant changes to recruitment and training procedures supervision patrol methods weapons use and training written policies and directives procedures for personnel management and discipline and more. Noting that "previous reports on the San Francisco Police Department have traditionally gathered dust on the shelves" and efforts at change have been viewed with suspicion as "still another attack on law enforcement" the authors plead for the report to be taken as constructive criticism offered "in the hope of making the San Francisco Police Department an enviable and progressive model of what police should be. 1831008897Thibodeauxville 1831. Unbound. Good. This two-page folded letter measures 16" x 9.75" unfolded. The cover has no postmark nor rate mark so it is likely it was carried outside of official post office channels. The letter's paper is supple but it has developed splits along several folds so quite fragile. <br /><br />In this letter the Thibodeauxville Justice of the Peace seeks information about two men James Stewart and Joseph R. King he has arrested for horse theft and the probable murder of a watchmaker: <p style="margin-left:3%; margin-right:3%;">"There was a complaint . . . there were two men James Stewart and Joseph R King . . .of Suspicious Character that there were strong circumstances . . . they were guilty of Murder or horse stealing and probably both. . . . They started from Iberville with an old Dutchman a clock or watch repairer. . . . About two miles below Plaquemine the horse threw the Old man . . . and they took his horse . . . and Saddlebags and threw the old mans tools into the Mississippi. . . . The horse was found . . . and King and Stewart were arrested and are now in jail. I shall feel under obligations to any man that will give me information of the Old man whether he is dead or living or any other information that will serve to an expose the crimes which Stewart and King may have committed." <p>I could find no record that King and Stewart were ever brought to trial. Also neither name appears on the historical list of Louisiana executions. This does not mean that the pair were not convicted of murder. In the 1830s <br /><br />Louisiana was one of three states Alabama and Tennessee being the other two that changed their laws to give juries the complete discretion to sentence convicted murderers to punishments short of death. Some see Banner <i>The Death Penalty: an American History</i> have suggested that this was so that juries which at the time were composed only of white men could take race into account when they handed down sentences. Perhaps . . . but only two men were executed in Louisiana in 1831 one white and one black. <br /><br /> books

A document ordering Corporal Elisha Wood to summon the local militia company probably for training: “These are therefore in the Name of the Government and people of the Massachusetts Bay to will and require you forthwith to warn and notify the Persons herein after mention'd to meet at the Training field at or near the meeting house.on Thursday the 17th of Septr. at two o’clock in the afternoon…â€. Below is listed the names of the officers including Captain Thomas Marshall Lieutenant Asa Hazeltine and Lieutenant David Kelley. There is then a listing of the names of twenty-one enlisted men in a different hand. A possibly unique series of three very early lithographic proofs of views of the island of St. Vincent in the West Indies.<br/> <br/>These fine views after original drawings by the naturalist Lansdown Guilding are uncoloured proofs of the three views that were published hand-coloured in Guilding's An Account of the Botanic Garden in the Island of St. Vincent published in Glasgow in 1825. The fourth plate a plan of the gardens rather than a view was also included in the published work according to Abbey. Only one of the present images is captioned but according to Abbey the images are as follows: 1. House of the Superintendent of the Botanic Garden 2. Entire pamphlet was at one time folded lightly in quarters concluding leaf verso blank has suffered some crumpling and short closed tears item now reasonably flat. A better than reading copy. Laid in is a scrap of old paper from the same stock bearing an impression of the device that opens our text here enclosing the legend "Election Sermon 1799" plus holograph figures that suggest this is Melcher's receipt for the job.
