Folded in half with a front cover Statement about the Driver's License on the first internal panel. There is a four page internal section which included the actual signed and dated licence document No 5/23248. The rear cover stated the conditions attached to driving of Motor Vehicles by the Holder of a Provisional Licence. Soiled and worn. This license is signed by Gerry Rolph. This is believed to have belonged to the Gerald Vern Rolph 1927-1986 who rose to the rank of Captain in the U.S. Navy. He is also believed to have been the co-author with Noel Clark of the 1961 classic The Civil War Soldier. The London County Council LCC was the principal local government body for the County of London throughout its existence from 1889 to 1965 and the first London-wide general municipal authority to be directly elected. It covered the area today known as Inner London and was replaced by the Greater London Council. The LCC was the largest most significant and most ambitious English municipal authority of its day.
