He warns "The United States ought not to indulge a persuasion that contrary to the order of human events they will for ever keep at a distance those painful appeals to arms with which the history of every other nation abounds. There is a rank due to the United States among nations which will be withheld if not absolutely lost by the reputation of weakness." <br/> Washington urges fairness in commerce with the Indians: "It ought to be conducted without fraud without extortion with constant and plentiful supplies." Also printed is Washington's Message of December 5 expressing annoyance at Citizen Genet whose utterances have tended "to involve us in war abroad and discord and anarchy at home." Subsequent presidential messages include additional material on the Genet Affair and difficulties with the Creeks and Cherokees "owing to the murder of several friendly Indians by some lawless white men." Also included is material on the Embargo; passage of the Eleventh Amendment to the Constitution barring federal court jurisdiction of suits against a State by citizens of another State; a bit of discussion of the Bon Homme Richard; and a host of other matters. Docketed.</p> <p> First Edition of this rare ether controversy document with no copies listed in OCLC. In January 1853 responding to renewed debate over who deserved credit for inventing ether anesthesia the U. S. Senate appointed a select committee to determine whether W. T. G. Morton Charles Jackson or Horace Wells had the best claim to the discovery. On February 19 Senator Isaac P. Walker the committee's chairman submitted an amendment to army appropriations bill H. R. 336 confirming the U. S. government's right to use and benefit from the discovery and proposing an award of $100000 to "the discoverer." The final version of the amendment which we are offering here also proposed that the issue of priority be decided in federal court with Morton Jackson and the representatives of Horace Wells appearing as defendants to prove the merits of their respective cases. The correspondence and reports relate specifically to the attack on the American frigate the Chesapeake off the coast of Virginia by a British ship of war the Leopard in June of 1807 and the impressment of members of its crew into the service of the British Navy. The Secretary of State writes: "Were it allowable that British subjects should be taken out of American vessels on the high seas it might at least be required that the proof of their allegiance should lie on the British side. This obvious and just rule is however reversed and every seaman on board though going from an American port and sailing under an American flag and sometimes even speaking an idiom proving him to not be a British subject is presumed to be such unless shewn to be an American citizen. It may safely be affirmed that this is an outrage and an indignity which has no precedent.". The United States attempted to protect its waters and nationals by passing the Embargo Act of 1807 which closed American ports and banned American ships from going to sea. I preached in St. Johns College Hospital Chapel & there visited some of the wards. In the evening we had preaching in the U.S.C.C. Chapel Tent which is my headquarters at College Green Barracks.Annapolis is or course a secesh town. The churches were nearly broken up by the war but now begin to look more flourishing. There is a large Episcopal Ch. here pastor of wh. is a Chaplain in hospital & a very nice sort of fellow."<br /> <br /> An unusually descriptive letter from a young man stationed at Annapolis and serving as a chaplain at the College Green Hospital Chapel. Old paper label on spine with blue printed border and "232" in ink in the center. "118" written on front board. Front fixed endpaper bears oval bookplate of the Aimwell School Library. This was probably the school founded in 1796 in Philadelphia by three Quaker women. Originally called the Society for the Free Instruction of Female Children the name Aimwell School was adopted in 1807. The author's journeys included travelling up the Mississippi River from New Orleans to Natchitoches and later riding across Texas.
