The California Constitution of 1879 limited the power of the state legislature to interfere with the affairs of municipal corporations and vested such corporations with extensive powers of local self-government. Oddly it seems that nearly every time a Board of Freeholders was formed to propose a charter for San Francisco in the last two decades of the 19th century the new laws were rejected by voters.
