In the United States the Navy League of the United States organized the first Navy Day in 1922 holding it on October 27 because it was the birthday of President Theodore Roosevelt who was a naval enthusiast. Although meeting with mixed reviews the first year in 1923 over 50 major cities participated and the United States Navy sent a number of its ships to various port cities for the occasion. The 1945 Navy Day was an especially large celebration with President Harry S. Truman reviewing the fleet in New York Harbor. In 1949 Louis A. Johnson secretary of the newly created Department of Defense directed that the U.S. Navy's participation occur on Armed Forces Day in May although as a civilian organization the Navy League was not affected by this directive and continued to organize Navy Day celebrations as before. In the 1970s the "birthday" of the Continental Navy was found to be October 13 1775 and so CNO Admiral Elmo R. Zumwalt worked with the Navy League to define October 13 as the new date of Navy Day. However Navy Day in the United States is still largely recognized as October 27. This was the last Navy Day celebrated in Washington D. C. before the Japanese attacked the United States at Pearl Harbor and the country entered the Second World War. This event was held at Fairlawn Park Anacostia D. C. and commenced at 8:30 a.m. and the last listed event Colors on the field commenced at 5:14 p.m. The Program includes a section on Laws relating to the United States Flag and the Flag code. The Small Wars Manual is a United States Marine Corps manual on tactics and strategies for engaging in certain types of military operations. The Marine Corps' role in small wars has a long and complex history. During the early years of the 20th century the Corps was widely viewed as the nation's overseas police and initial response force. Moreover the actual execution of these roles were a natural adjunct of the Corps' officially directed mission of sea-based power projection in turn buttressed by its fundamental expeditionary operational character. As a result of this "natural fit" and the experience of a series of guerrilla wars in Central America and the Caribbean from the late 1890s through the early 1930s the Marine Corps began to systematically analyze the character and requirements of operations short of war proper or "Small Wars". The results of these efforts were encapsulated in the manual Small Wars Operations in 1935. For the 1940 revision it was renamed The Small Wars Manual SWM. This reflects the state of the art the state of knowledge and the state of practice just after the conclusion of the Second World War. This revision into the fourteenth edition as far as possible follows the form and content of the 1944 and 1946 editions. Every effort has been made to bring it up to date both in substance and approach. Some subjects had been omitted because they received more detailed treatment in other texts or training courses. Certain topics have been added or expanded in order to bring the book more in line with the general training program. For nearly half a century The Bluejackets' Manual has been a basic training and reference text for hundreds of thousands of Navy men. During these years the book has incorporated the experience gained from two major wars and has evolved into a more effective volume. The Bluejackets' Manual was originally prepared in 1902 by Lieutenant Ridley McLean United States Navy and revised in 1914 1916 1922 and 1927 and was revised again in 1938. The Ninth Edition Revised was issued in April 1939 and was the same as the eighth editions except for a few minor corrections and changes in the landing force regulations. The Bluejackets' Manual of 1940 gave all recruits the information necessary to integrate themselves into the Navy and be successful. Wartime editions 1943 1944 and 1946 provided near-real-time incorporation into lessons hard won with blood and sacrifice. This book was prepared as a basic reference for those enlisted men of the Navy whose duties required them to read and use blueprints. a knowledge of blueprint reading is of major importance to those men in the artificer and seaman branches responsible for the operations maintenance and repair of equipment. Whether the job involves work on engines gun mounts boilers steering gear winches or computers the Navy technician consults blueprints for the information he needs to keep the gear and equipment in shipshape condition. the book begins with a broad picture of the uses and kinds of blueprints. It explains fully the language of the blueprint--lines sections symbols dimensions conventions notes and titles. Emphasis is placed on the reading and use of orthographic detail drawings and the proper procedure to follow when making layouts on material. One practice layout job is described step-by-step and another is inserted as a challenge to the reader. A blueprint is a reproduction of a technical drawing or engineering drawing using a contact print process on light-sensitive sheets. Introduced by Sir John Herschel in 1842 the process allowed rapid and accurate production of an unlimited number of copies. It was widely used for over a century for the reproduction of specification drawings used in construction and industry. The blueprint process was characterized by white lines on a blue background a negative of the original. The process was not able to reproduce color or shades of grey.<br /> This is a simple process for the reproduction of any light transmitting document. Engineers and architects drew their designs on cartridge paper; these were then traced on to tracing paper using India ink for reproduction whenever needed. The tracing paper drawing is placed on top of the sensitized paper and both are clamped under glass in a daylight exposure frame which is similar to a picture frame. The frame is put out into daylight requiring a minute or two under a bright sun or about ten minutes under an overcast sky to complete the exposure. Where ultra-violet light is transmitted through the tracing paper the light-sensitive coating converts to a stable blue or black dye. Where the India ink blocks the ultra-violet light the coating does not convert and remains soluble. The image can be seen forming. When a strong image is seen the frame is brought indoors to stop the process. The unconverted coating is washed away and the paper is then dried. The result is a copy of the original image with the clear background area rendered dark blue and the image reproduced as a white line. United States Government Printing Office paperback
