The purpose of the hearings was to review the proposal of the Federal Aviation Administration to significantly increase the amount of air space subject to mandatory traffic control. Under the FAA proposals the high altitude positive control areas would be lowered from 18 000 feet to 10 000 feet. In the areas around busy airports an additional 44 mandatory terminal control areas would be established. Since the FAA published its proposals the Congress had been flooded with mail mostly in opposition to the proposals. The hearings thus provided the FAA with an opportunity to clarify its proposal and the rationale behind it and also to give supporters and opponents a chance to express their positions and to suggest alternatives.
