As much skill and science and understanding of art is needed in the adornment of the inside of a palace as is required in the designing and embellishment of t he outside" William Francklyn Paris was a professional architect who studied with private tutors at the Art Students League in New York and in London Paris and Rome. He served as United States director of decorative art at the Paris Exposition in 1900. Paris did architectural decorative work in the State Capitols of Missouri Minnesota and West Virginia as well as for numerous universities. From 1901 he worked with his own firm Paris & Wiley Associates in New York. In 1922 Paris was named Chévalier de la Légion d'Honneur and immediately set about founding the American Society of the French Legion of Honor. He went on to act as its treasurer vice president and in 1946 as its president. Paris died at age 83 in New York in 1954 survived by his widow Mrs. Margaret Wynne-Jones a son Francklyn Wynne Paris and a brother Dr. Auguste Jean Paris. He begins by stating that he has received the recipient's 'last telegram announcing that you had postponed till to morrow your visit to London'. He has in turn telegraphed 'Mr. Benzon to propose to him to come to the Charing Cross Hotel at 11 or 12. In that case I would offer to yourself & Mr. Benson sic a breakfast at the Hotel'. He discusses other possibilities in case Benson has 'much to do in the City . at his office 34 Old Broad Street City' The recto of the second leaf carries a postscript signed 'L P O' acknowleding receipt of a letter and stating that he will be at the Hotel at 10.15am on the following day 'so as to leave plenty of time to examinne everything'. On 29 floréal an X 19 mai 1802 Napoleon Bonaparte 'Premier Consul' at that time passed a law to have the Canal Saint- Martin constructed together with the Canal Saint-Denis and the Canal de l'Ourcq. The project of the engineer Pierre Simon Girard 1765-1836 was chosen to resolve the problems of drinking water navigation in Paris. In 1790 he had won a price of the Academy for a work on the construction of canals and in 1798 he published the first work on the resistance of materials. By creating these canals there was the additional that a shortcut of the Seine was created. So ships could avoid the difficult center of Paris and ports could be built. Building of the canal Saint-Martin started in 1805 at both ends but the canal was only finished in 1825. Numerous difficulties related to constructing a canal in such an urban area had to be surmounted. The present document signed by Girard objects to a change that has been made in the initial project which wants to let the canal pass underneath the Hospital Saint-Louis. The author explains all his objections in detail. Important document for the history of the urbanisation of Paris. unknown
