"Un des résultats les plus remarquables de la Convention de 1919 (Convention portant réglementation de la navigation aérienne) a été la création de la Commission internationale de navigation aérienne, la CINA. Dans la pratique, cette Commission était le principal organe de mise en oeuvre de l'accord international qui demandait un personnel ayant des compétences administratives, législatives et juridiques. La Convention de 1919 a confié les travaux juridiques relatifs au régime aérien à la Cour internationale de Justice. 'pone a rassegna i diversi usi del ferro presso tutti i popoli civili, ed i mezzi da essi adoperati per decorarlo e conservarlo. Queste indagini pertanto non rimangono sterili, non hanno per unico scopo la investigazione scientifica e storica; perciocche' in esse rinviene l'autore il germe di moltissime applicazioni nelle dottrine de'moderni: e si spinge alla risoluzione di uno de'piu' ardui problemi de'giorni nostri, qual e' la conservazione delle navi corazzate e di quelle di ferro, per la quale la Francia e l'Inghilterra han posto notevole premio. E perche' le opere in ferro, in ferraccio, ed in acciajo sono addivenute ormai d'uso universale, non e' a dire di quanta importanza sia per riuscire questo parallelo delle arti antiche e delle moderne, dalla prima origine dell' uomo sino alle ultime artiglierie bombardatrici di Charlestown. E non possiamo abbastanza lodare la diligenza dell'autore, nel raccogliere e porre insieme si' numerose e disparate notizie; avendo dovuto parlare della estrazione de'metalli, del loro lavorio, della preparazione de'colori, degli olii, de'grassi, delle vernici, degli untumi, in tutte le diverse eta', e ne'diversi stadii dell'arte. L'autore comprende tutte queste ricerche in tre differenti trattazioni o parti, ciascuna suddivisa in capitoli. Nella prima parte ragiona generalmente del ferro, della sua utilita', de'danni derivanti dalla ossidazione, de'metodi adoperati a prevenirli.
