Una città che ha "subito" lo sviluppo dalla fine dell'Ottocento con l'insediamento dell'Arsenale e della marina militare, e poi agli inizi degli anni sessanta con la costruzione del polo siderurgico Italsider, oggi Ilva. In entrambi i casi si è trattato di una forma di colonialismo industriale ed eterodiretto dallo Stato con il beneplacito dei gruppi economici e delle élite politiche locali. Taranto rappresenta il naufragio di un modello di sviluppo novecentesco che ha sacrificato non soltanto paesaggi ma vite umane - "morti di progresso" - per il sogno mai compiuto di una crescita economica, culturale e sociale.
