Darwin Fairweather Stolzenbach worked for a number of federal departments and was an administrator of the National Capital Transportation Agency which planned the Metro rail system. Mr. Stolzenbach of Chevy Chase was born in Pittsburgh and moved to the Washington area in 1936. He graduated from George Washington University and the Industrial College of the Armed Forces. He began his federal career in the late 1930s as a committee aide in the House of Representatives. During World War II he was an economist in the War Department. He later worked for the Budget Bureau and the Commerce Department. From 1951 to 1961 Mr. Stolzenbach was an operations research analyst in the operations research office of Johns Hopkins University. In that capacity he ran the Army's Operations Research Office in Japan during the Korean War. In 1961 President Kennedy appointed him administrator of the National Capital Transportation Agency. In 1962 the organization submitted a general plan for the Metro rail system and Mr. Stolzenbach was the first general manager of Metrorail as it was called then. In 1965 he became an independent consultant to the World Bank. From 1971 until retiring in 1978 he was an administrator with the. Public Health Service and what is now the Department of Education. About 1990 he changed his name to Fairweather his mother's maiden name. The National Capital Transportation Agency NCTA was created in 1960 by an Act of Congress during the presidency of Dwight D. Eisenhower to comprehensively plan different modes of transportation in the Washington D.C. area. John F. Kennedy appointed Darwin Stolzenbach as administrator of the NCTA which laid the groundwork for the Washington Metro System. In 1967 the NCTA was abolished and its functions duties property and records were transferred to the Washington Metropolitan Area Transit Authority. Included in this report are: 1 A plan for a balanced regional system of highway and modern rapid transit facilities; 2 A program for immediate action to construct the transportation system; 3 recommendations for organizations and financial arrangements for the system; and 4 An evaluation of the 1959 Mass Transportation Survey plan.
