These original mimeograph Reclamation Service engineering volumes detail the specifications for the construction of the Keechelus Dam and Keechelus Lake project at the beginning of the 20th century as part of six reservoirs intended originally to fertilize the verdant Yakima Valley. The Pacific Northwest private irrigation companies lacked the capital and engineering expertise to make the investment so through the Land Reclamation Act of 1902 the Keechelus project arose. Employing over 600 engineers surveyors and laborers The Keechelus Dam was completed from 1913-1917 at the head of the Yakima River and provided about 15 percent of the water stored for the Yakima Irrigation District. By the end of the 1990s it was determined that the dam was facing potential failure from piping and erosion so an elevation of 2510 feet was imposed and modifications and reconstruction were undertaken to control seepage and reduce erosion. The maps included in these volumes encompass the size of the Lake Dam the Spillway elevations of the Spillway Plan and Profile of the original dam under construction detailed record map of test pits as well as relocation of State Roads. Swigart 1864-1928 was an Ohio-born civil engineer who had been located in Everett WA at the time the project was first proposed and by 1903 was located in Yakima WA overseeing and directing the variety of reservoir projects as well as the reports on stream-flow records previously under the direction of the Geological Survey. Many of these maps show progress reports in hand-colouring indicating areas finished or under construction. No copies located in Worldcat. 194863621Olympia WA: Department of Labor and Industries Industrial Welfare Committee Dec. 29 1948. Folio. 1 broadside leaf minor creasing to folds very minor age toning to fore-edges still a VG copy. First edition thus of this scarce Minimum Wage Order updating rules for women and male & female minors following World War II as they were steadily pushed out of the well-paying manufacturing and office jobs from the War to make way for returning veterans. Although this particular order includes restrictions on adequate lunch and break periods safety and sanitary requirements as well as Progressive heating lighting and ventilation women and minors were still subject to employers deducting for shrinkage and breakage until the January 23 1950 update Order No. 46. Until the New Deal legislation reforms of the Great Depression both women and minors were not subject to minimum wage laws largely due to the 1923 laissez-faire labor law case Adkins v. Children’s Hospital of the District of Columbia which had ruled that it was a violation of the Fifth Amendment’s right to free contract to force employers to pay women minimum wages. This ruling was overturned in the landmark case of Elsie Parrish suing her employer in the State of Washington in the West Coast Hotel Company v. Parrish in 1937. 18551617
The Congregational Association of New York established a committee to investigate and report on "The relation of the American Tract Society to the Subject of Slavery". The report of that committee was made in 1855. The conclusions drawn are not clear for it had been the policy of the Society to not take any position on slavery since they believed it was not a proper religious issue. In any event one member of The Congressional Association wrote "The Tables Turned" -- A Letter to the Congregational Association of New York reviewing the Report of their committee on "The Relation of the American Tract Society to the Subject of Slavery" By a Congregationalist Director taking issue with the procedures actions conclusions and writings of the Committee.

This letter writer did not wish to identify himself other than by the nom-de-plume of A Congregationalist Director. He expressed his dissatisfaction however with words such as ".The facts are these: the chairman of your committee whose name alone would entitle it to general credit – never saw the report till weeks after your meting had been held and was absent from the meeting at which it was presented. And the further fact is stated without fear of contradiction that the acting chairman of your Committee whose multiform duties have required him to pass almost daily the door of the Tract house during the year of his appointment has in no instance within that period made an inquiry of any officer or Committee-man connected with the institution on any point embraced in the Report while there is indubitable internal proof in the document itself of a total lack of investigation of the public documents of the Society.".

The letter is contained in a 44 pages string-bound booklet with a front paper cover but no rear cover that measures approximately 5 ¾ x 9 inches. The pages are tanned and there are pencil notes in the margins of a number of pages. The text is clear and easily read. There are markings on the front cover related to the prior ownership by the Western Reserve Historical Society Cleveland Ohio. The booklet is a first edition as published in Boston by Crocker & Brewster and in New York by Edward P. Rudd. The booklet is in good condition

The illustrations accompanying this description show the booklet's front cover the first page of text and a typical 2-page spread of further text.
Crocker & Brewster and Edward P.
