He was also an activist who put his political views into practice; after emigrating to Palestine in 1921, he taught at the Hebrew University, was a founder of the periodicals Kirjath Sepher and Zion, wrote histories from a Zionist perspective, and was elected to the First Knesset. As a minister of education, he was responsible for the 1953 State Education Law. In 1973, he was awarded the Israel Prize for his life-long educational efforts.
