The education of children in the state of Maine was already of concern in 1895 when the legislature passed a requirement for a superintendent to send in an annual report. This report starts with the statement "Any careful study of the condition of the schools of Maine makes clear the following needs: Better physical surroundings for the school children. More complete and competent supervision. Better equipped teachers. More intelligent arrangement and thorough mastery of the subjects studied. Better instruction in manners morals economy and citizenship. Higher literary and art ideals." Illustrated plates show photographs of school buildings families and children's projects.
